Job role : The APAC BCMA AML Compliance Risk Management (ACRM) Head is a leadership position in  Markets and Banking ACRM team, and is responsible for day-to-day management of the ACRM team for BCMA business in APAC., and coordinating with Regional and Country AML compliance teams for consistent product coverage and oversight. The APAC BCMA ACRM Head will support the Global BCMA ACRM Head and help advance global program goals by serving as a subject matter expert available to provide guidance to other regions and drive select global initiatives as needed. The APAC BCMA ACRM Head will also serve as a thought leader to advise ACRM colleagues providing oversight of business activities that are similar to or linked to BCMA activity in other business lines. This includes the Global Spread Products Structured Finance business of Markets and Securities Services. In this regard, the APAC BCMA ACRM Head will coordinate with the APAC MSS ACRM Head to provide seamless, consistent risk coverage to the APAC based businesses.


Responsibilities:

  • Manage a team of compliance professionals in APAC and coordinate with a network of regional colleagues supporting these lines of business

  • Define and maintain AML product-specific compliance standards

  • Collaborate with, and provide credible challenge to the business, Operations, and other strategic partners to ensure the maintenance, and where necessary design and implementation of additional product controls for the BCMA businesses.  

  • Provide compliance advice to the business on an ongoing basis with respect to applicability of policies, resolution of potential red flags or other client/transaction-related compliance escalations

  • Participate in various business and compliance governance and oversight forums (e.g. Business Risk and Controls Committees) as required.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding its clients and assets, by driving compliance with applicable laws, rules and regulations; adhering to Policy; applying sound ethical judgment regarding personal behavior, conduct and business practices; and escalating, managing and reporting control issues with transparency.  Effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

  • Advice on new business initiatives and evaluate risks associated with new products via the relevant forums (New Product Approval Committee, AML New Product process)

  • Participate in and manage or coordinate, as appropriate, various internal assurance processes, e.g. Enterprise-wide and Horizontal Risk Assessments, Manager Controls Assessment, Compliance Assurance, Internal Audit or Compliance Assurance review

  • Liaise with banking and securities regulators during exams and other inquiries 

  • Develop and execute product-specific AML training, as required


Requirements:

  • The ideal candidate must be a university graduate and should have 10+ years overall in Banking and / or control-related functions in the financial services industry, including at least 8 Years of Anti-Money Laundering Compliance related experience.
  • The candidate must have a strong understanding of AML risks, typologies and emerging trends and be able to assist the  Institutional Clients business to identify any areas of weakness and design strategies to address those risks. 
  • A strong working knowledge of Know Your Customer (KYC) process, Capital Markets, Corporate and Investment Banking is a must. 
  • Knowledge of other institutional client’s products, such as markets, treasury and trade services, correspondent banking, etc. is strongly preferred.
  • Preference will be given to candidates with AML/ Compliance/ Legal/ regulatory / audit background and/or internal candidates who can demonstrate a firm understanding of  AML policies and procedures, and an overall appreciation of AML compliance environment.
